Owen has this new thing that he does when he wants you to participate in something in a particular way: he'll say very confidently (as a statement, not as a question), "You want to go to the park with me," or "You want to lay down with me," or "You want to play trains with me" — or whatever.
It's all in the delivery. It's like he's trying to use Jedi mind powers to sway you to his way of thinking.
